Following are the principal points of the reply received from the Vice-Minister for Foreign Affairs to a communication which we addressed to him recording results of the meeting of December 14th.

2.

Preamble. The Cinese Government accepts the text

of our original draft.

3. Article 6.

The Chinese Government remains of the opinion that the question of treatment of each other's nationals in matters relating to "carrying on of commerce" should be more properly dealt with in the subsequent commercial treaty.

4. Pilots. The Ministry of Finance will instruct Customs to exploy adequate number of qualified pilots irrespective of nationality and all-friendly Governments » will be unoffiĝially 80 informed.

5. Inland Navigation and Coast Trade. It is hoped that revised draft, (see ay telegram No.1679) which was submitted in order to meet as far as possible the views of the British Govern- ment, will be acceptable.

6. It is suggested that since the Irrawaddy is an inter- national river over which the upper riparian state enjoys a right of access to the sea. Burmese right of navigation thereon is not a special right but a common right based on general inter- national practice. It is hoped that we will submit our observations on this view.

7. Our proposed texts concerning the personal status, real property and dual nationality are being considered,
